Black Bayou Storage, LLC, Open Season for New Gas Storage Facility
Tulsa, OK - January 18, 2007 – Black Bayou Storage, LLC announced the start of a binding open season for service offerings at its planned high-deliverabilitynatural gas storage facility in Cameron Parish, Louisiana.
The company is proposing to develop a natural gas storage facility on the Black Bayou Salt Dome located seven miles northeast of the Sabine Lake. Customers will be offered firm, multi-cycle storage service with up to 8 turns per year. The open season is scheduled to run from January 18 to March 8, 2007.
The initial phase of the underground natural gas storage project will include two caverns with a total of 11 Bcf of working gas capacity and will be capable of delivering up to 730 MMcf of natural gas a day. The project should be in service in 2009.
"This new project is located within 25 miles of six existing or proposed LNG terminals with over 15 Bcf per day of re-gasification capacity." said John Boone, project leader. "The Black Bayou Storage Project will come into service at the same time a large influx in LNG is forecasted to be delivered into Southwest Louisiana."
The project will include bi-directional interconnects with the Transco Southwest Lateral, the proposed Kinder Morgan Louisiana Interstate Pipeline and the proposed Sempra Port Arthur Pipeline. These three pipelines have over 5 Bcf per day of delivery capacity.
Black Bayou intends to file with the Federal Energy Regulatory Commission an application pursuant to Section 7(c) of the Natural Gas Act for a certificate of public convenience and necessity to construct, own and operate the project. As part of the application, Black Bayou will request authority to charge market-based rates for all the proposed services at the Black Bayou Project.
